Problems and Strategies of Higher Vocational Education Management under the Background of Modern Vocational Education System

Abstract
The construction of a modern vocational education system with Chinese characteristics of modernization has become a priority for the Party Central Committee and the State Council, and is crucial to advancing the high-quality development of vocational education. Higher vocational colleges have diverse student sources, diverse quality standards for talent cultivation, and strong discipline specialization, necessitating the establishment of a comprehensive teaching quality management system for higher vocational education. Based on theories such as holistic governance and total quality management, this study utilizes educational and teaching management data and practical teaching experiences from five higher vocational colleges in Province S as research materials. It employs literature review and questionnaire surveys to identify problems in higher vocational education management and delve into their underlying causes. Drawing on practical exploration, this study addresses issues such as fragmented decision-making mechanisms, low efficiency of executive entities, and challenges in informatization transformation within the traditional higher vocational education management model. Supported by the theory of holistic governance, it proposes strategies to establish a comprehensive modern vocational education system and monitor its implementation effectiveness. The modern vocational education system grounded in holistic governance theory is applied to WY Vocational College in Province S, where it is validated against predetermined objectives through comparative feedback supported by big data and digital technologies. This validation confirms that the designed teaching management system aligns with modern higher vocational education talent cultivation goals, thereby advancing the modernization of vocational education.
